Purpose:
It is recognized that Kenmure property owners and residents will on occasion require moving vans or other large trucks to deliver or collect household items from their residences. These guidelines are meant to provide advance notice to property owners/residents and their agents of the requirements for such large truck access. The objectives of these guidelines are to protect Kenmure roads from damage and to ensure traffic safety within Kenmure while avoiding excessive cost and inconvenience to residents/owners. These guidelines are not meant to cover large-trucks during home construction—the Kenmure Road Maintenance Committee (KRMA) has already established those guidelines.

Guidelines:

  • Advance notice to the Kenmure Security Committee of delivery using trucks over 26 feet in length is required. Notice should be given using the attached form. This form should be submitted to the gatehouse at least 24 hours before the intended delivery. It is to be approved by the S&G Committee member on-call. Deliveries without advance review and S&G pre-approval of the attached form will not be allowed access.
  • The resident/owner is fully responsible for any damage done to Kenmure roads, right-of-way, common property, Kenmure Country Club property or other resident’s property during or as a result of the delivery
  • Trucks with trailers over 45 feet in length should be parked in the lower club parking lot and smaller trucks used to shuttle the household goods to/from the owners location
  • Large trucks must use the “commercial truck access route” mandated by the Kenmure Road Maintenance Committee. Copies of this route are available from the Kenmure Gatehouse.
  • For moving vans under 45 feet in length, the driver or local agent of the moving company involved should be contacted and asked to inspect the delivery address and the restricted access route in advance. For delivery to cul-de-sacs, the truck should reverse down the cul-de-sac to the delivery location since the turnaround may not be large enough for a large truck to use.
  • The local agent or driver should determine whether the truck involved can reach the delivery address, park without impeding traffic, and return to the gate without damaging Kenmure roads, excessively impeding traffic, and endangering resident or traffic safety. If the agent determines that large truck access to the delivery site can not be achieved safely, then the delivery van/truck is to be parked in the lower Club parking lot and smaller trucks used to shuttle the household goods to the owners location
  • For large trucks that are going beyond the lower parking lot, a lead “pilot” vehicle must precede the truck to warn oncoming traffic and to ensure that the truck can make a wide turn to avoid road or right-of-way damage.
  • If during loading/unloading the van blocks any part of a Kenmure roadway, the owner/resident will be required to hire a special security guard to direct traffic for the entire time that the truck/van is blocking the road. The owner/resident must arrange in advance to hire and pay the security guard directly from U.S. Security Associates and not through K.P.O.A. S&G. (Contact is Gus Bernhard, U.S. Security Associates, 828-692-8104). Advance notice is required. The driver should also place warning cones an appropriate distance in front and behind of the truck to warn oncoming vehicles.
  • Deliveries should be scheduled for Monday-Friday since Saturday deliveries are normally not allowed. If special hardship circumstances exist, the S&G Committee Member on-call must be contacted in advance to determine if an exception will be made. No Sunday deliveries are ever allowed. Delivery can begin no earlier than 7:30am Monday-Friday and must be completed by 5:30 pm.
